Gilbert actually involves.

Gilbert is where we work most, and it shows in how we bid. We already know which subdivisions sit on shallow caliche, which HOAs run a genuine design review versus a rubber stamp, and roughly how long the town takes on a plan review in any given season.

The town's housing stock splits cleanly. The 1990s and early 2000s builds around Val Vista Lakes and Greenfield have reached the point where the original concrete is spalling and the original irrigation is failing — those projects are usually demo-and-replace. The newer south Gilbert builds off Higley and Recker come with a blank pad of decomposed granite and no drainage plan at all, which is a completely different scope.

Shallow Caliche

Large stretches of Gilbert sit on a hardpan caliche layer within two to four feet of the surface, and in parts of south Gilbert it is shallower than that. Water will not pass through it. It is the reason a turf lawn here can smell after monsoon rain and the reason a retaining wall drain that stops at hardpan is a bathtub. We price breakthrough honestly instead of discovering it on day two.

Active HOA Review

Power Ranch, Seville, Layton Lakes, Val Vista Lakes and Agritopia all run real architectural review, and several require submittal before work starts — not after. Approvals commonly turn in two to four weeks. We prepare the submittal package with our quote so that clock starts immediately rather than after you have already signed.

Flat Lots, No Fall

Gilbert's grid is genuinely flat, which means many backyards have almost no natural fall to move monsoon water. Homes built tight to the rear setback frequently drain toward the house rather than away from it. Any hardscape here has to be designed with the drainage plane first, or you have built a very expensive dam.

Gilbert reviews permits for gas lines to outdoor kitchens, electrical circuits, retaining walls above the height threshold, and most attached or solid-roof shade structures. We pull permits under ROC #355506 and handle inspection scheduling. Where an HOA is also involved, that approval runs on a separate and usually longer track, so we start both at the same time.

In most Gilbert master-planned communities, yes — and usually before work starts rather than after. Power Ranch, Seville, Layton Lakes, Agritopia and Val Vista Lakes all review exterior changes, with particular attention to anything visible over the wall line, which means shade structures and taller trees. We assemble the submittal package alongside our quote so the review clock starts as early as possible.
Almost always one of two things: caliche hardpan under a thin layer of native soil, or a lot graded with essentially no fall. Gilbert is flat, and builders routinely set the pad so the yard drains toward the house on at least one side. The fix is real grading plus a drainage path — a channel drain, a dry well, or a regraded swale — designed before any pavers or turf go down, not retrofitted after.
A turf-and-paver refresh on a standard Gilbert lot typically runs $18,000–$35,000. Adding a shade structure and an outdoor kitchen moves a full backyard build into the $45,000–$90,000 range. The two things that move a Gilbert number most are demo of failing original concrete on older Val Vista and Greenfield homes, and caliche depth on the newer south Gilbert lots.
